The Data Use Agreement requires you to request access, hence the full data is not redistributed here. In the example here all data files have been truncated to 0 bytes, i.e. the data files are empty. You can still see the directory structure, file names, and the organization of the metadata.

If you want to run the conversion yourself, please get the data from the original source.
